Addressing the gathering, Sam Hou Fai emphasized that women’s development remains a crucial component of the “One Country, Two Systems” framework. Guided by President Xi Jinping’s vision, Macau has achieved a leading global position in gender equality since the handover, evidenced by guaranteed rights, expanded political participation, and rising levels of education and employment.
The current administration has placed a high priority on women’s development through a strategy of precision assistance. Sam Hou Fai detailed several substantive measures, noting that the “Childcare Subsidy Scheme” is projected to benefit 15,000 residents in 2025 with a total expenditure of approximately MOP 273 million.
Additionally, the government has increased the birth allowance to MOP 6,500 and implemented subsidies for medically assisted reproduction alongside a new maternal health management platform.
These initiatives complement the recently completed five-year development plan for childcare services and the formulation of the second stage of women’s development goals.

Acknowledging the Women’s General Association as a core patriotic force, Sam Hou Fai outlined his vision for the organization’s future work.
He urged the association to align its strategies with the National “15th Five-Year Plan” and the SAR’s “3rd Five-Year Plan,” specifically calling for in-depth research on boosting fertility rates and enhancing family-friendly policies.
He also stressed the importance of strengthening internal operations and cultivating youth talent to serve as an effective bridge between the government and the public.
Adapting to the modern era, he encouraged the association to innovate its methods within the context of self-media and artificial intelligence.
He highlighted the need to guide public values, promote positive family traditions, and support vulnerable groups.
Furthermore, he expressed hope that the association would leverage opportunities in the Greater Bay Area and the “Belt and Road” initiative to foster international cooperation and tell Macau’s story to a global audience.
The reception was attended by several high-ranking dignitaries, including Vice Chairman of the CPPCC National Committee Ho Hau Wah, Liaison Office Director Zheng Xincong, Foreign Ministry Commissioner Bian Lixin, and Legislative Assembly President Zhang Yongchun.
Concluding his remarks, Sam reiterated the government’s pledge to increase resource allocation for safeguarding women’s rights. He committed to fostering an equal and inclusive social environment to drive the high-quality development of women’s causes in Macau.
