Following the April 2025 Policy Address, the administration moved quickly to implement reforms. These included new policies regarding satellite casinos, preparations for the legislative elections, and necessary adjustments to key official positions.

“It passed quickly. From initially not being quite adapted, I now fulfill the Chief Executive’s duties with a peaceful state of mind,” Sam Hou Fai said.

He attributed the administration’s orderly progress to his professional background. “Policies were implemented step-by-step and methodically, which relates to my personal working style and background in the judicial system,” he added.

The Chief Executive concluded that the government remains committed to advancing policies systematically, ensuring stability and continued development for the region.
