The ceremony was presided over by Secretary for Economy and Finance Tai Kin Ip and witnessed by his Chief of Office, Lor Chee Fai. During the ceremony, Tai Kin Ip emphasized the need to align with the National “15th Five-Year Plan” and support the executive-led administration.
He urged the team to enhance cross-departmental collaboration to drive economic diversification, improve efficiency, and accelerate the development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin.
“Facing new challenges, the team must work with unity and a strong sense of mission,” Tai Kin Ip stated, encouraging the new leaders to be proactive and pragmatic in serving national development.
In his inaugural address, Vong Sin Man pledged to prioritize financial security and integration with the Hengqin Cooperation Zone.
He aims to strengthen Macao’s role as a Sino-Portuguese financial services platform, push for breakthroughs in modern finance, advance the “Digital Macao Pataca,” and support government guidance funds to foster diversification.

Pong Kai Fu is committed to a “scientific, rigorous, and objective” approach at the DSEC. He plans to modernize statistical methods through technology, focusing on economic diversification and aligning statistical rules between Macao and Hengqin to ensure high-quality data services.
Vong Sin Man holds a master’s degree in Public Administration and Economics. A public servant since 1989, he has held senior roles at the DSEC, the Office of the Secretary for Economy and Finance, and the Macao Trade and Investment Promotion Institute (IPIM). He served as Director of DSEC in early 2024, then returned to the AMCM as Acting Chairman in July 2025.
Pong Kai Fu holds a master’s in Public Administration and a bachelor’s in Economics. His career includes tenures at IPIM and the Economic Bureau (DSEDT), where he became Deputy Director in 2024. After serving as an advisor to the Secretary’s office, he was appointed Acting Director of DSEC in August 2025.
