One Country, Two Systems and Autonomy of the MSAR – For a Fair and Sustainable Macau

The Nova Esperança list began participating in the Legislative Assembly elections in 2001 and has successfully elected representatives since 2005. The Nova Esperança list will always be guided by strict compliance with the Basic Law under the aegis of the “One Country, Two Systems” Principle and the fundamental principle of “Serving Communities, Serving the Citizen.”

The Nova Esperança list’s candidates come from different strata of this multicultural society, which aims to serve as a bridge between public entities and ordinary citizens, actively contributing to the resolution of daily problems, such as those related to housing, public health, employment, education, social security, labor rights, road traffic, public administration workers, retirees and pensioners, environmental protection, food quality and safety, quality of life, happiness indexes, among others.

The accountability of those holding key public office, the system of incompatibilities between those holding key public office and members of parliament, and the transparency of government action are also relevant issues that concern citizens.

We believe that the role of member of parliament should be full-time to maximize time availability, avoiding conflicts of interest related to private activities.

Housing policy should be anchored to birth rates and household income, enabling elderly family members to live together with their children and relatives, avoiding the need to enter nursing homes.
Unemployment and the lack of quality jobs continue to be a huge problem. The government should provide more support to the unemployed and families with negative assets by subsidizing bank interest rates to alleviate the burden of their debts. More support should be provided to the elderly, especially those with chronic illnesses, single-parent families, informal caregivers, the disabled, and children with special needs.

Administrative bureaucracy stifles the creativity of young people, and companies face multiple obstacles. We support “surgical” support for SMEs to help them overcome their current survival difficulties.

Many public sector workers, especially entry-level and frontline workers, are significantly overworked and under extreme pressure. They are also demoralized due to the lack of salary increases similar to those received by workers in the gaming sector. These workers, after the age of 65, will be forced to work in the private sector to survive and support their families.

We will continue to demand greater government transparency in public spending, demanding that more information be included in the public procurement portal.

We will continue to demand greater ethical awareness and regulation of conflicts of interest in situations where private interests override public interests. Internal control and monitoring systems for potential conflicts of interest must be established. Good practice manuals and codes of conduct must be in place. The current system lacks transparency and is highly susceptible to unfair competition and illegitimate practices.

We will continue to demand greater government transparency. The Legislative Assembly itself must be more transparent in its activities, and all working and monitoring committees must be open to the media and the public.

The electoral program is the result of an exhaustive process of gathering public opinion, reflecting their legitimate aspirations. We present concrete and feasible proposals for addressing the structural challenges of the Macao SAR, namely: “Housing for All,” “Employment for All,” “Well-being for All,” “Healthcare for All,” “Education for All,” “Guarantees for Women,” “Guarantees for the Elderly,” “Guarantees for Children,” “Support for the Vulnerable,” “A Future for Young People,” “Improving Working Conditions for the Gaming Sector,” “Developing Culture and Sports,” “Support for SMEs,” “Transparency,” “Guarantees in the Civil Service,” and “Macao’s Platform Role.”
