Portugal: Inquiry opened into accusations of torture in Lisbon police stations

Portugal's Inspectorate-General of Internal Administration (IGAI) announced on Friday that it has opened an administrative inquiry into allegations of torture at police stations in Lisbon and that it is awaiting information from the police.

In a written response to Lusa, the IGAI clarified that it is “awaiting details from the PSP” and that the administrative proceedings are ongoing.

The proceedings relate to searches the Public Prosecutor’s Office carried out on Thursday at several police stations in the first police division of Lisbon, resulting in the arrest of two PSP officers, and the judicial authorities are today hearing them in initial questioning to apply the respective coercive measures.

The Attorney General’s Office (PGR) stated on Thursday that the charges include suspicion of crimes of torture, aggravated bodily harm, embezzlement and forgery, and it published the statement on its website. “To date, the PSP has reported around a dozen offences,” added the PGR, noting that the PSP reported the facts under investigation.

The searches took place in some police stations in the first Police Division of Lisbon, and a police source told Lusa that they took place at least in the Bairro Alto and Rato police stations. In addition to the searches carried out at the police stations, the Public Prosecutor’s Office also carried out house searches.

Contacted by Lusa, the Ministry of Internal Administration indicated that it preferred to withhold comment on the searches.
