“Until now, the discussion on measures to prevent and investigate corruption has focused, and still focuses, on solutions for creating instruments, namely legislative ones, or resources available to the Judicial Police, the Public Prosecutor’s Office or MENAC [National Anti-Corruption Mechanism],” Amadeu Guerra began by saying during the II Forum on Innovation in Promoting Integrity and Transparency, promoted by MENAC.
However, the Attorney General considered that “new complementary perspectives of analysis” are emerging, namely artificial intelligence, which are joining the “classical methods”.
On the subject of artificial intelligence in preventing and combating corruption, Amadeu Guerra acknowledged the benefits that the justice system can derive from new tools, but warned that it is necessary to ensure that “it is the user, and not the machine, who has control over the strategy, the path and the final decision.”
The Attorney General warned that training and capacity building for staff is essential for the new tools to be used effectively. “One thing is certain: we must be vigilant to ensure that the ongoing technological revolution does not overtake us,” Amadeu Guerra added.
