“This was an attack on civilian targets in Moscow,” Putin told state television, quoted by Spanish news agency EFE.
Putin said the attack was a response to Russian bombing of military targets in Ukraine on Sunday, and revealed that “two or three days ago” Moscow attacked Ukrainian military intelligence.
“In response, the Kiev regime chose another path, that of attempts to intimidate Russia, intimidate Russian citizens and attack residential buildings. This is obviously a clear sign of terrorist activity,” he said.
Putin said Kiev’s actions were intended to provoke a “symmetrical response” against civilian targets in the neighboring country.
