The online seminar, titled “Upholding Executive-Led Governance, Promoting Good Governance,” was organized by the Chinese Association of Hong Kong and Macao Studies in Beijing, Macao, and Hong Kong.
Approximately 64 officials attended the Macao session, including Chief Executive Sam Hou Fai and Liaison Office Director Zheng Xincong.
According to the Macao Legal Workers Association Vice Chairman Wang Yu, who spoke to TDM after the event, Director Xia Baolong focused on the legal foundations and advantages of the executive-led model.

Xia Baolong stressed that legislators must not “stay on the sidelines” but instead collaborate closely with the government to implement scientific governance and advance the “One Country, Two Systems” principle. He also urged Macao to leverage its unique strengths to contribute to the nation.
Summarizing the seminar’s significance, Wang described executive-led governance as a core principle of the Basic Law essential for national sovereignty and long-term stability.
He warned that obstructing this system could lead to governance paralysis and internal strife, ultimately hindering improvements to livelihoods.
Wang concluded by urging all sectors of society to uphold the Basic Law’s intent and continuously refine the executive-led system.
