According to BBC, the plan is designed to transition Gaza from conflict to stability following the October ceasefire. It introduces the National Committee for the Administration of Gaza (NCAG) and requires the disarmament of Hamas and other militant groups. Witkoff emphasized the NCAG’s transitional role and warned that the US expects full compliance from Hamas, stating that failure to disarm would carry “serious consequences.”
Regional mediators Egypt, Qatar, and Turkey welcomed the 15-member committee as a step toward stability. Headed by former PA official Ali Shaath, the body will operate under a Trump-chaired “Board of Peace,” supported by an International Stabilisation Force (ISF) to train police.
Both the Palestinian Authority and factions such as Hamas and Islamic Jihad have endorsed the new administration. However, tensions persist; Israel refuses to reopen the Rafah crossing pending the return of the body of Ran Gvili, the last deceased Israeli hostage in Gaza.
The Prime Minister’s office stressed that the committee’s formation does not replace the priority of recovering the hostage.
