Pope issues groundbreaking decree that holds bishops accountable for concealing abuses

Priests are now obliged to report bishops who sexually abuse children and adults or conceal those cases

The Pope also stipulates that all dioceses in the world must create a whistleblowing system with protection of privacy until June 2020.

It is a historic and groundbreaking decree. Pope Francis has introduced radical changes in Catholic law to hold bishops accountable for sexual abuse or concealment, and has now created a law that obliges clerics to report such cases. Anyone will be able to complain directly to the Vatican, if necessary, Reuters reported.

The papal decree, which penalizes child and adult abuse, also obliges Catholic dioceses around the world to create simple reporting systems, and even encourages local churches to involve outside experts in investigations.
