Macau Government wants agreement with Portugal on 2019 on surrender of fugitives

On March 16, 2002, a resolution of the National Assembly had already approved the Legal and Judicial Cooperation Agreement between Portugal and Macau Special Administrative Region (MSAR), signed in Lisbon on January 17, 2001.

The Government of Macau announced today that it intends to guarantee in 2019 an agreement with Portugal on the surrender of fugitives; negotiations were scheduled to begin almost 17 years ago.

In 2019, the Macau Government wants to "reach a consensus with Portugal regarding the Agreement on the Surrender of Runaway Offenders and the Agreement on Judicial Cooperation in Criminal Matters," said Secretary for Administration and Justice, Sonia Chan Hoi Fan, during an intervention in the Legislative Assembly (LA).

On March 16, 2002, a resolution of the National Assembly had already approved the Legal and Judicial Cooperation Agreement between Portugal and Macau Special Administrative Region (MSAR), signed in Lisbon on January 17, 2001.

The agreement already provided for the parties to initiate "consultations for the conclusion of an agreement regulating the reciprocal delivery of fugitives."

Chan Hoi Fan's statements were made during the first sectorial debate in LA of the Lines of Governamental Action (LAG) for the financial year of 2019 in the area of Administration and Justice.

For 2019, it is also planned to follow up negotiations with Timor-Leste, Cape Verde and Angola on the projects of the three agreements on judicial cooperation in criminal matters.

Finally, "it will continue to negotiate with Brazil regarding three agreements on judicial cooperation in criminal matters and a cooperation agreement in civil matters," reads the LAG document.

After more than 400 years under Portuguese administration, Macau became a Special Administrative Region of China on December 20, 1999, with a high degree of autonomy agreed over a period of 50 years.
