Medvedev's departure comes after President Vladimir Putin proposed a national referendum to introduce changes to the country's constitution, for the strengthening of Parliament's powers, without jeopardizing presidential power. According to Putin's proposal, it was the deputies who were responsible for choosing the prime Minister and the other members of the government.
