"Phase One" of the US-China trade agreement was being negotiated for several months.

On Wednesday, the United States and China sign a partial agreement to end nearly two years of trade war by removing retaliatory fees and resuming investment in imports.

Phase One of the US-China trade agreement has been under negotiation for several months and calls for the start of reforms in Chinese technology transfer practices and an expansion in agricultural purchases between the two countries.
