External debt financed "illicit enrichment of an elite".

At the opening of the 7th Extraordinary Congress of the Popular Movement for the Liberation of Angola (MPLA), João Lourenço began by expressing the "immense" desire to have in the conclave the presence of the former party leader, José Eduardo dos Santos.

MPLA leader and Angolan President João Lourenço said on this Saturday that the country's external debt had reached a "so high" level due to investments for reconstruction, but also to finance "the illicit enrichment of a restricted elite."
