Angola: 2022 tax revenues grew 40% YoY to €24.3B

The Angolan general tax administration (AGT) has collected revenues of 13.7 trillion kwanzas (24.3 billion euros), in the 2022 financial year, which corresponds to growth of 40% against 2021, it was announced on Monday. 

Oil revenues in this period contributed 9.1 trillion kwanzas (16 billion euros), with growth of 51% against 2021, whilst non-oil revenues totalled 4.6 trillion kwanzas (8 billion euros), 22% growth against the previous year. 

The figures were presented today by the acting director of AGT, Tiago Santos, during a press conference to assess activities for 2022 and the first quarter of 2023. 

According to the official, the Industrial Tax, at 27%, followed by the Value Added Tax (VAT), also at 27%, and the Labour Income Tax (LIT), at 19%, were the taxes with the largest share in the 2022 tax revenues. 

“Most taxes showed positive growth compared to 2021,” he noted, noting that trade (23. 6%) and the extractive and manufacturing industry, with 12.8% and 11.1%, respectively, were the sectors that contributed most to non-oil revenue in 2022.

In relation to the first quarter of this year, non-oil revenue totalled 976 billion kwanzas (1.7 billion euros), up 13% year on year. 

Domestic taxes, or tax revenues, contributed 744 billion kwanzas (1.3 billion euros), a rise of 14% against 2022, and taxes on international trade, or customs revenues, totalled 233 billion kwanzas (414 million euros), or 9% more than in the same period of 2022. 

Tiago Santos also noted that, in the first three months of 2023, VAT was the main tax collected, totalling 290.2 billion kwanzas (561 million euros), accounting for a 30% share of the total collected and growth of 9%. 

The LIT stood out as the second main tax in the first quarter of 2023, with a figure of 240.6 billion kwanzas (428 million euros). 

The acting AGT director also noted collections of property tax (IP), which totalled revenues of 19.4 billion kwanzas (34.5 million euros). 

According to Tiago Santos, IP revenues represented a decrease of 10% compared to the same period of 2022. 

“However, the land registry shows a growth of 2. 8% compared to the accumulated value of the year 2022,” he noted, at the same time urging citizens to register their properties with the AGT. 

At least 902 million kwanzas (1.6 million euros) were collected in the months of January, February and March 2023 in the collection of Motor Vehicle Tax (IVM), a rise of 14% compared to a similar period in 2022. 

The AGT, which has 48 tax offices, 57 tax posts, 15 customs delegations, 85 checkpoints and 25 customs posts throughout the country, has in its register the registration of 7,065,336 taxpayers, of which 89.2% are individuals and 3.9% are legal companies.
